Cause Of Death Of Sullivan County Inmate Released
Authorities have released the cause of death of a Sullivan county jail inmate that shot and injured a Sullivan County deputy back on January 21. Allen Coulter appeared in court January 24th where a judge denied him bond. That evening Coulter was found unresponsive in his cell and dies on January 27th. A Grand Jury on Monday after hearing and looking at evidence has ruled Coulter’s cause of death as a suicide. A release from the Grand Jury stated that there were no injuries on the inmate’s body other than ligature marks and petechia, a rash caused by blood under the skin…which is conducive with death by suicide strangulation. The release went on to say that “…Jail guards could not have prevented nor acted any faster to get help for the inmate.” In fact, the investigation found that during the 80 hours Coulter was in the Sullivan County Jail, more than 185 cell checks were conducted. The release stated that that is more than double the number of checks required.
