Operation Small Town Nets Nine Arrests In Hamblen County
Nine individuals were arrested in Hamblen County this week. The arrests were in regards to Operation Small Town. That’s an undertaking led by the Hamblen County Sheriff’s Office, along with assistance from the TBI, the US Marshals, and the Morristown Police Department. The purpose of the three-day operation, which began Monday (5/19) and ended on Wednesday (5/21) was to ensure individuals listed on the local Sex Offender Registry were abiding by their court-ordered guidelines following their convictions as sex offenders.
Of the nine people that were arrested during the three day operation, only one arrest was made that was not related to the sex offender registry. Brittany Upton is a non-sex offender, but she was found in possession of illegal drugs during the operation.
Jodi Ingram, the coordinator of the the HCSO Sex Offender Registry says that this was definitely a team effort. She pointed out that most of the individuals on the registry were in compliance, but that Operation Small Town’s purpose is to “let the people we monitor to know that we will enforce the law.”

James Alsante: Violation of SOR
Stephen Vosilla: Violation of SOR
Ricky Wise: Violation – Failure to Register or Report
Rosco Robinson: Violation -Failure to Report Address
Richard Siegel: Violation – Overnight visit with minor not his child
Tosha Quinton: Violation – Violation of Probation, Failure to Appear
Chadrick Rayfield: Theft, Violation of Probation, Capias
